In this presentation Ms. Draper will discuss the September 1, 2025 legislative updates. The 2025 Legislative Session brought significant changes to Texas law. This presentation will primarily cover the changes related to family law. Although some of the changes are minor, the updates included major changes in the areas of standing for both custody suits and termination / adoption suits; the codification of the fit parent presumption; a new requirement to file birth certificates in cases involving children; updates related to amicus attorney appointments and child custody evaluations; updates to the rights and duties of parents and conservators; changes to the effect of multiple contempt findings for violations of court-ordered possession and access, updates to the grounds for involuntary termination, the definitions of abuse and neglect, and grounds for CPS to remove a child; and a prohibition against nondisclosure agreements in cases involving sexual abuse.
